PUT /api/v1/project/company for a company in the EU outside the
Netherlands, and VIES (the VAT number check of the European Commission) says
the vat_number is not valid. Nothing was saved. Without a valid EU VAT number
we cannot reverse charge the VAT, so the company verification level stays
closed. Ask the user for the VAT number as it
appears on their VAT registration, with or without the country prefix
(DE123456789 or 123456789), and send the request again. When VIES itself
does not answer, the request succeeds with vat_status: "unverified" and we
check again automatically.
