The assistant is still answering an earlier message in this
conversation, or the conversation closed at that moment. A conversation takes
one message at a time. Wait for the reply (or the seconds in Retry-After),
then send the next message. In a chat window, disable the send button while a
reply is on its way. Nothing was stored or charged for the refused message, so
you can send it again, even with the same Idempotency-Key. If a request fails
partway through, the conversation is free again after at most 60 seconds.
