Too many outbound calls are running at the same time. scope says
whose limit it is: project (a project can have 2 calls at once) or
platform (all outbound lines are busy for a moment). limit is the number.
Nobody was called. Wait the seconds in Retry-After, or until call.completed
arrives for one of your calls, and send the same request again with the same
Idempotency-Key.
