A project can have 3 sites, and this one has 3 already. Put the new version in an existing site with PUT /api/v1/sites/{id} (the MCP tool deploy_site with site_id), or delete a site you no longer need with DELETE /api/v1/sites/{id}. The test project and the live project each have their own 3.

In its first week a new project can create 3 sites in total (deleted sites count too), so a fresh account cannot publish many sites by creating and deleting them. Change an existing site with deploy_site and its site_id instead.

When the trust model for free sites is switched on for Hypamoon, there is no limit on the number of sites. Instead an account can create 5 new sites a day (429, with Retry-After; deleted sites count too), until the project has topped up its balance or passed verification. The limit ends after a week, or earlier with the first top-up or an approved verification. next_step in the error says the same.
