PUT /api/v1/project/company with account_type: "personal" for a
project that has a national number. That number is registered to a
business, so the project cannot become a personal account while it has it.
Nothing was saved. Keep account_type: "business", or ask the user to contact
Hypamoon support to release the national number first.
A change of account type in the other direction is allowed. Every change sets
the verification levels number_documents and full back to not_started
(a rejection stays), because an approval belonged to the old account type.
