It is outside the calling hours of the person you want to call, so
nobody was called. By default the assistant calls from 09:00 to 20:00, Monday to
Saturday, in the local time of the person called; your calling_window can
change that within 08:00 to 21:00. The body carries timezone and
next_window_start (an ISO time, or null when there is no allowed moment in the
next week). Schedule the call for next_window_start, with a new
Idempotency-Key. In test mode the test number +447700900995 always gives
this error, so you can test this path.
