The call plan sends calls to the assistant (ai_agent), you started a
chat (POST /api/v1/conversations), or you asked the assistant to make a call
(POST /api/v1/calls), but the project's assistant was never set up. Call
PUT /api/v1/assistant first, then send the request again.
