It can also happen on any route, including when you order a number, if we
briefly cannot read the project's verification or its type while checking your
key or OAuth token: we return 503 rather than let the request through
unchecked. Nothing
was done; wait the seconds in Retry-After and send the same request again
(for an order, with the same Idempotency-Key).
