A container was deployed with source and building it failed: the
dependencies did not install, the build command failed, it took longer than the
plan allows, or no start command was found. The previous version (if any) keeps
running. get_container shows the deploy with error.log, the end of the build
output. Fix the source (a missing lock file, a wrong Node or Python version, a
package that needs a system library) and deploy again. Pass start_command when
we could not find how to start the app.
