The project has no way to pay yet: no saved card and no prepaid
balance. A live project pays in advance from its balance, and ordering a number
or sending an SMS costs money. Top up your balance in the portal
(https://app.hypamoon.com/tegoed), or save a card there for automatic top-up.
Then send the same request again; the same Idempotency-Key works.
