Hypamoon stopped this container: its instances are off and its site
gets no traffic to it. reason says why: blocked (the project is blocked),
site_offline (Hypamoon took the site offline), plan (the project is no
longer on Reachable or Business) or balance (the balance is below zero and
there is no card or mandate to top it up). get_container shows the same under
suspended. Solve the reason, then call deploy_container with only the
site_id: that starts the running version again. For blocked and
