The carrier did not answer the order in time, or answered with an error
on its side. The number may have been ordered. Retry with the same
Idempotency-Key and the same body: we then check with the carrier. If the
number was ordered, you get it (201); if not, we order it then. Never send the
order again with a new key, or you may get a second number.
