A rule of a marketplace refused this: the rule set per country (for example spirits only from a seller with a licence, or no delivery to a country the holder does not ship to), or a choice of the holder such as the kinds of seller it admits. The response names the rule: `rule_id`, `explain` (what the rule says, in plain words) and `certainty` (`zeker`: from the legal text; `waarschijnlijk`: the source is not the legal text yet; `jurist`: a cautious default that a lawyer still has to confirm). `refusals` lists every rule that refused, per product where it applies. Nothing was stored or charged. Do not work around the rule: tell the user what it says. `get_marketplace_rules` (or `GET /marketplaces/{app_id}/rules`) explains the rules for a country, a seller and a category. A holder can make the rules stricter, and can turn off a default rule with a statement of their own; a hard rule stays.
